City Council members have been trying since 2002 to figure out what to do with millions of dollars they earmarked for a “cultural facility” planned as the centerpiece of the Main Street Plaza, a $200-million, 7.5-acre plaza of luxury condominiums, town homes and neighborhood shops in downtown Scottsdale that’s still under construction.
